Hillingdon Statutory Consultation

Hillingdon Council is formally consulting on proposed changes to school admission arrangements for community schools. If approved by Cabinet, this will come into effect from September 2028. Admission authorities must set (‘determine’) admission arrangements annually. 

 

The consultation will run from 9am on Wednesday 7th October 2026 until 5pm on Friday 27th November 2026.  

 

The proposed changes are being made to ensure that the admission arrangements remain compliant with the requirements of the School Admissions Code and continue to provide a fair, clear and objective framework for the allocation of school places.

 

Proposed changes to the Admissions Arrangements of Hillingdon Community Schools

 

The proposed changes are as follows:  

 

  1. Simplification of Sibling and Distance Criterion - remove the current distance priority radius system and replace it with a single sibling criterion and a single distance criterion.  

  2. Stronger Medical and Social Admissions Criterion – the medical and social criterion would be strengthened through clearer eligibility requirements and more detailed evidence requirements. 

  3. Clarification of the Child of Staff Criterion – the existing child of staff criterion would remain in place but be updated to fully reflect the statutory wording. 

  4. Updated Address Verification Requirements – update the evidence required to verify home addresses, helping to ensure applications are processed fairly. 

  5. Removal of the Frithwood Primary School Nodal Point Criterion – remove the nodal point priority currently applied for Frithwood Primary School. Admissions would instead be determined using the standard community school admission criteria applied across Hillingdon community schools. 

  6. Distance Measurement Point Changes - revise the distance measurement points for Harefield Infant and Junior School and Whitehall School following their recent amalgamations to reflect the new school arrangements.

 

Reduction of Published Admissions Number

 

In line with the School Admissions Code 2021, all community schools are required to have a Published Admission Number (PAN), which sets out the number of places the admission authority must offer for each relevant age group.

 

The Local Authority is consulting to reduce the Published Admission Numbers for: 

 

  • Highfield Primary School from 60 places (two-form entry) to 30 places (one-form entry), the proposed change would help to ensure that the school’s PAN aligns with local demand and enables effective planning for future provision. 

  • Whiteheath Infant and Nursery School from 90 places (three-form entry) to 60 places (two-form entry), the proposed change would help to ensure that the school’s PAN aligns with local demand and enables effective planning for future provision. 

  • Yeading Junior School From 128 places (four form entry) to 120 places (four form entry), the proposed change ensures consistency between the PAN of this school and that of its linked Infant School.
